Abuse Of Ceilao Rules: The Ceilao Server rules are intended to provide a fair and fun environment for players to roleplay in our server. Attempts to use or abuse these rules to gain an advantage over other fellow players, to submit reports of minor rule breaks which should be handled between players directly without staff involvement, and general abuse of the rules that wastes staff time (who are all volunteers), will be considered a violation itself, subject to penalties as decided by Ceilao staff.

General Rules

  • Age Restriction: Participants must be 18 years or older to join.
  • Character Naming: Choose a realistic and fitting name for your character.
  • Toxic Behavior: Engaging in or promoting toxic behavior on any platform (such as Facebook, TikTok, YouTube, Twitch, Discord, etc.) may lead to removal from the community, at the discretion of the staff.
  • Supporter Benefits: Any purchased supporter benefits will remain valid despite bans or ban appeals.
  • Respectful Interaction: Always interact with others in a respectful manner. Avoid insults, harassment, or discriminatory comments.
  • Avoid Spamming: Do not flood the chat with repeated messages. Allow time for the resolution of previous issues before raising new ones.

  • Account Policy: Only one account per player is permitted. Impersonation or disruptive actions are not allowed.
  • Evidence Submission: If asked by staff, you must provide an unedited video recording (including game sounds and in-character dialogue) within 24 hours. Non-compliance will result in a suspension until the evidence is provided.
  • Mod File Restrictions: Use of mod files is prohibited.

Deathmatching & Vehicle Deathmatching

Deathmatching is the act of harming or killing another player without a justifiable reason. Reasons to attack someone else:

  • They are actively robbing your friend/ally.
  • They have threatened to harm or rob you or an ally with a weapon.
  • Attempted to harm you or an ally.
  • They have ignored reasonable demands whilst you have a weapon aimed at them within a reasonable distance and within view.

Examples of things that do not grant DM rights:

  • Demands from a vehicle are not valid
  • An ally being arrested by police does not grant DM rights (further escalation can be taken with the proper RP to free your ally) Vehicle Deathmatching is the act or effort of intentionally using a vehicle to kill or injure other persons, or, where a player kills another person, without intent, by reckless performance under circumstances where any sane individual would understand that such performance could beyond reasonable doubt result in the death of another person.

Vehicles may not be used as weapons in any situation.

  • Blasting a vehicle to kill someone
  • Running over a man except in an alleyway with only one way out.
  • Speeding excessively with a car hitting a motorcycle where the rider/passenger dies Previous General rules

Power gaming

Main Definition - A player who declares that their own action against another player is successful without giving the other player’s character the freedom to act on their own choice.

GTA V Mechanics - In a sense power gaming is a type of metagaming, because your character would not know the mechanics of the game or even if you are in a game, and thus should not be able to do things just because they are technically possible within the mechanics of the game. Their decisions should be bound by their personality, their physical capabilities, and the knowledge they have gained within the roleplay scenario. Not by the mechanics or any other knowledge that you as a player have access to, but your character doesn’t.

Roleplay Commands - Providing false or misleading information through the use of CLORP commands this includes, but not limited to both /me’s and /do’s and all other commands that are employed by CLORP staff.

Sub Definitions

  • Forcing player to participate in unwanted roleplay, such as a player who describes his character as doing something with or to another character that would usually require the other to play along (such as a fight or sexual encounter or any other scenario)
  • Forcing another character to think, feel or act a certain way by some action on your part.
  • The act of forcing an action or situation on a player without allowing them to roleplay their own actions, response, or allowing them to roleplay against the actions, situations, scenarios that has been forced upon them or have otherwise found themselves in.
  • Roleplaying that your character has some type of unrealistic special trait or supernatural ability that allows them to gain an advantage in a roleplaying action or scenario.
  • Using unrealistic GTA V mechanics to gain an advantage in any situation.
  • The act of using CLORP commands to gain an advantage over other players while roleplaying an action or scenario.

Examples of Power gaming

Disclaimer - The roleplay scenarios listed below are intended as examples only and are intended to be a guide to what power gaming is, these are broad examples and power gaming encompasses more than just these examples.

  • Supernatural Abilities - Let’s say you say you needed to have a surgery done for whatever reason after the surgery you would need to rest and heal, however you as a player and due to the game mechanics not forcing you to rest, you get up and run out of the hospital right after your surgery is concluded. Because there is no in-game mechanic that incapacitates you from the pain that you’d be feeling. You would have had to roleplay some sort of supernatural healing ability.
  • Power gaming Roleplay Commands - For this example let’s say you are a gang member that is being searched by the Police, Prior to this search you have placed a pistol inside your pants waistband. The police roleplay searching you and finding the pistol, and instead of you roleplaying that there would be a pistol on your inside your pants waistband you roleplay that there is no pistol to be found.
  • Forceful Roleplay - You have been living in the city for a while now and you decide it is time for you to settle down and find someone to start a relationship with. You spot someone walking down the street and think they are cute, and instead of naturally developing the relationship you decide to force them into loving you.
  • GTA V Mechanics - You are being chased by the Police for a crime you committed, you happen to be fleeing on a bike and know that if you wheelie down the road you will gain a speed boost and will be able to outrun the Police.

Metagaming & Mixing

Metagaming is the act of gathering information Out-Of-Character (OOC) and using it In-Character (IC).

Using a third-party communication software to gain an unfair advantage in game

  • Coordinating on discord, TeamSpeak, skype or any other type of voice calling methods instead of IC channels (such as the VOIP feature in game, phone or radio).
  • For example: You call a friend on discord to inform him on your location IC or what you are doing IC instead of reaching out to him in game.

Using social medias/third party platforms for your IC advantage

  • Going on the CLORP forums and using information found on a faction thread in game.
  • For example: You go to a gang thread to find out what their colors/headquarters are, then go in-game and utilize this information.
  • Going on YouTube, tiktok, twitch, discord channels or any other similar sites and gathering information or stream sniping for your usage in game.
    • For example: You go on YouTube and find a video on all the chop shop locations and you use this information in game.
  • Talking to a friend in real life and exchanging IC information
    • For example: Your friend is in PD and you are a criminal, your PD friend tells you certain information about the faction which you then use in game.

Using the identification numbers above the players head to gain certain information. The ID number found above one’s head is OOC information and should not be used IC,

  • For example: You see ID 50 robbing someone, for a bit of time you lose sight of him and ID 50 has changed their clothes to a completely different one. However, you use their ID to take them down.

Mixing is the act of saying something meant to be said OOC via VoIP or text.

  • For example: You aren’t feeling well in real life (IRL) and say it via VoIP “Sorry guys, I have a headache”
  • If something OOC needs to be said, you would need to respond via the /ooc chat
    • For example: You need to go to the bathroom IRL, instead of saying over VOIP “I need to do something in my head” you would go via the /ooc chat informing them you need to do something for a few minutes.
  • If something is said OOC you cannot respond to it via VoIP if it is something like “mhm”
    • For example: Your friend says in /ooc he needs to run to the bathroom, instead of responding to that via VOIP saying “mhm” you respond back in /ooc responding to his comment.

Non-Roleplay (NRP)

Non-roleplay is the act of promoting poor quality roleplay and certain behaviors/actions that don’t make sense in an RP world. This rule represents real life in a rather strong way, in real life, there are certain things you wouldn’t or couldn’t do depending on the situation you find yourself in. Examples of these would include:

  • Off-roading in a vehicle that wouldn’t be suited for off-roading.
  • Ramming without a bull bar/push bar, a bulbar is a metal structure found on the front of your vehicle, usually found on PD cruisers to perform pit maneuvers or for other vehicles to pull other cars out a hole.
  • Break checking intentionally or jokingly with an expensive vehicle.
  • Performing wheelies on a bike during a high-speed chase.
  • Calling 911 in the middle of a shootout you are partaking in, even if you are downed.
  • Using your scripted job vehicle to do something other than what you are supposed to do.
  • Randomly hitting/kicking cars or standing on top of a vehicle.
  • Running straight to law enforcement about being chased by enemies after having committed a criminal act against them.
  • Breaking character when you are injured.

New Life Rule (NLR)

The New Life Rule states that all players must treat all lives after death as if it is a new one. All knowledge of death and the roleplay situation leading up to your death are forgotten by your character ICly. This rule also includes the aggressor. This means that you must not under any circumstance, go up to them and talk about how or however many times you killed them. This is a breach of this rule and shall result in punishment.

  • Players are unable to return to the scene of the death or interact with involved parties for 30 minutes after death. All knowledge of the events 30 mins prior to your death is also forgotten, this means all knowledge of the roleplay scenario that was DIRECTLY involved with your death is to be forgotten.
  • All Government Factions are only allowed to return to their position and go back on duty, they must continue as if they have only just come on duty. They are not permitted to respond to any call or scene related to their previous death.
  • The New Life Rule does not affect any previous charges or warrants, new charges are not permitted during the scenario leading to your death.

Fear Roleplay (FRP) & Value of Life

Fear Roleplay: Fear roleplay is the concept of not role-playing fear for your character’s life in situations where you are under the threat of bodily and grievous harm. Not displaying a reasonable amount of value for your character’s life is considered a breach of this rule.

Examples of this rule breach would be:

  • Wading into a gunfight when heavily out-numbered or performing purposeful and unrealistic high-speed collisions.
  • Showing no fear at gunpoint or knifepoint.
  • You must instantly act “afraid” for your character’s life and you must comply with all demands when put under FRP.
  • If you are stationary on a motorcycle and someone points a gun at you, you must comply.
  • Using a vehicle in a shootout without the intention of providing cover with your vehicle or fleeing in it.

Examples of when you are not under Fear RP:

  • You are in a car with the engine on and it’s not stalled. However, if you are encircled/boxed in you should comply with their demands.
  • You’ve got your gun in your hand and you are facing the enemy.
  • You are in another car, and someone is pointing their gun out of the car towards you. As this is a third-person game, the weapon might not be visible therefore you are not under Fear RP.

Gross Roleplay

Any gross roleplay is required to have all parties involved and those who may witness the roleplay, must give their consent through OOC chat. Walking into a location knowingly that gross roleplay is occurring, you are assumed to give your consent, an example is a strip club.

Gross RP includes acts such as:

  • Erotic Roleplay (ERP)
  • Torture
  • Dismemberment

This does not mean that every type of Gross RP is accepted in this server. Gross RP that is strictly prohibited includes:

  • Beastiality
  • Rape
  • Necrophilia
  • Pedophilia

All characters/players must be above the age of 18 if they wish to participate in gross RP.

Racism, Slurs and Discrimination

Racism, Slurs and any type of discrimination is strictly forbidden Out-of-Character and will result in punishment, ending with a permanent ban.

  • Usage of any racist terms, slurs or any other discrimination needs to be stopped upon request. You must do so immediately or face punishment.
  • Any racist term, slur or general discrimination must make sense in the roleplay scenario. Overly excessive and/or unnecessary use of slurs is not acceptable.

Safe Zones

Secure Areas
  • Secure Areas, are locations where players cannot Initiate actions that are considered crimes (e.g. robbery)
  • If a player has valid DM rights on another player and follows them into a secure area immediately after they enter and are still in active pursuit of the player (i.e., as part of a chase), the roleplay may continue, in line with other server rules.
  • Involvement in outside situations
    • Must actively avoid innocent bystanders and collateral damage
    • Bystanding Off-duty PD Officers can engage.
    • Bystanding civilians must fear for their life in these situations and follow fear rp rules
    • Bystanding civilians must attempt to flee the scene. However, they may defend themselves, if all escape routes are blocked by the ongoing situation.
  • These areas include: Main & Paleto Bank, Police Precincts, Sheriff Precincts, Hospitals, Fire Stations, Government Offices.DOC,

Please note, escalation RP is required and may be required to be evidenced in the event of a situation occurring.

Player Theft, Scamming, Kidnapping & Hostage Taking

Player Theft

All robberies must be conducted in a realistic way with a proper IC reason as to why you are robbing the player. Players may not force other players to withdraw money from a bank, sell a house, or sell a vehicle.

Players robbing players who are clearly civilians will not be allowed unless in a very discrete location.

For example: You find a player in an alley by themselves. This player can be robbed because he is in a place where no one will see the crime.

Criminals robbing players who are clearly other criminals (Wearing distinguishable identifier such as a specific piece of clothing/In a known criminal area/Carrying Illegal weapons/Clearly in the middle of committing a crime) will be allowed in less discrete areas as long as the proper escalation (running in saying hands hands hands is not proper escalation) is done and evidence through videos.

For example: You see 2 players in the middle of robbing a store, you decide your group wants the money. You and 3 of your gang members go in and decide to rob them.

Scamming

Scamming players in city is not a rule break. It doesn’t matter the item or quantity.

  • For example: Someone wants to sell their car for 100K and you hand them the cash at the bank and they make a run for it.

OOC fraud or scamming a player out of their items is completely forbidden. If someone gives an OOC assurance that you won’t get scammed ICly.

  • For example: You want to buy a car from someone for 100K and they /pm inform you that he won’t be scamming you in game. This not only goes against the scamming rule but also metagaming.
Kidnapping & Hostage Taking

Before kidnapping or taking someone hostage you will need proper RP to do so. Kidnappings must be realistic with a proper roleplay reason prior to doing the kidnapping. Also you can’t take any hostages in NCZs and also you can’t bait EMS and take on duty EMS as a hostage.

  • For example: Player A robbed Player B, 5 minutes later Player B notices Player A at a shop, Player B and their friend put a gun to Player A and force them into a car. This would be a valid reason to kidnap them.
  • Player A doesn’t agree with something that player B said, Player A gets frustrated by this and decides to kidnap them. This would not be a valid reason.

Taking a player around the corner or in an alleyway does not require any OOC consent from the individual. However, if you have to force them in a car or bring them to a location this is classified as kidnapping

  • For example: You put a gun to someone’s back and tell them to go around the corner to rob them.

Man Rule

Criminal activities are limited to 6 players max at a time. People who act as a spotter on the radio or anyone providing communication count as part of your group. You must ensure there are no more than four on a radio station during each active scenario.

You cannot involve more than 6 players in any kind of criminal activity and during that time only the 6 involved can be on radio.

In LEO-Criminal situations, you can’t demand LEOs to reduce their count if your party’s count is low.

You can not lead an active scenario to a gang turf where you might find your friends/gang of 15 members waiting there.

When a group of 6 engages on a group of 6+, you are knowingly engaging a bigger group and they do NOT have to drop numbers to defend themselves.

At any given time you are only allowed to have a total of 6 people involved in ANY situation.

You are not allowed to involve yourself with a situation that already has a max amount of members from your group involved.

Real World Trade (RWT)

Real world trading is the act of exchanging in game assets for anything in real life. This could range to anything such as any currency for any item in game ranging from a house, car, business or even a promotion in the company you are currently employed at.

  • For example: You give your house to someone for 100$ in real life.

Transferring any items from one character to another without utilizing a transfer request is also considered RWT. If it ever occurs where a player asks for your help to do said action, make sure you check that a transfer request was placed or you could also be punished.

  • For example: You have a car and you want to transfer it to your other character without placing a transfer request. This will be breaking the rule.

When doing a transfer request you should never transfer something not specified in the request. If you wish to transfer 100K you should not transfer 150K. All of these will be monitored.

This also includes account sharing which is prohibited.

Combat Logging

Combat logging is the act of exiting the game in an attempt to avoid the consequence. EG: Alt+F4 when being held at gunpoint.

Combat logging is the act of exiting the game purposely in an attempt to avoid IC consequences

Examples:

Using the command ALT + F4 to quickly quit the game to avoid roleplaying

  • For example: You are being held under gunpoint and you ALT + F4 so you don’t lose your items.

Purposely cutting your power to your computer and using it as an excuse to avoid RP

  • For example: You are being kidnapped and can’t really be bothered with the RP so you unplug your PC to avoid it and later use this as an excuse saying “My power cut”

This is completely forbidden as it denies the other player an RP opportunity in-game. Combat logging will result in severe punishment.

Hacks & Exploits

Any changes you make to your game that give you a competitive advantage over other players are not allowed to be used on this server. If you use this, you could face serious consequences, including a lifetime ban.

Mods, trainers, or any other form of third-party program that gives an advantage including bypassing or modifying script features. This is strictly prohibited and will result in a permanent ban.

Players must not intentionally use any server bugs or GTA exploits to their advantage. Any bugs/exploits found in-game must be immediately reported using the provided channels and commands.

Any bugs, technical issues both server and client side will be announced OOCly on the main Ceilao Sri Lanka Roleplay Discord.

Reports, Rule Baiting and Failure to Report a Rule Break

Knowingly trying to exploit loopholes in the server rules. These rules are set up to go into as much detail as possible but loopholes can still be found. The rules will be constantly updated and there will be a changelog to find all the changes.

Often certain rule breaks are very minor and should be dealt with before getting an admin involved, if it comes out that there is no agreement between both parties and they require a member of staff then one should be called via the /createticket function having their evidence ready. If no admin responds to the /createticket after 15 minutes, then you should cancel the ticket and create a post on the forums

Prior to posting a rule break onto the forums, you must attempt to reach out to the player in game via PM or discord informing them that they are being reported so the other player can save their point of view if it’s needed.

Rule baiting is the act of not acting realistically for the sole purpose of incriminating another player.

  • For example: If you constantly insult someone or mock them inside of a secure zone in an attempt that they pull out a gun and shoot you to break a few rules.

You may eventually encounter a rulebreak in your RP. Please use /createticket or a forum report if that does not work. Ensure that you follow the report guidelines when doing so. Do not stall/pause roleplay when this happens, follow the roleplay as your character would. Only a Moderator or higher is able to forcibly stop/pause roleplay along with resuming.

When an admin is interacting in a situation, and RP is paused, all players must respect this until the situation is resumed by the admin.

Failure to Report Rule Breaks

All Players are expected to report any rule breaks that they are aware of. If a player is found to be withholding information about a rule break they are subject to receiving a punishment.

IC & OOC Interactions

In City Character

All actions within the server should be perceived and performed in character unless it is obvious otherwise, nor should OOC comments be made IC.

One should also avoid using ‘texting language’ in their text chat. Avoid using emoticons and acronyms such as “XD” or “LMAO”.

Out Of Character

It’s quite normal for roleplay to spark emotions in the players involved, do not let negative emotions influence the roleplay scenario. Your characters are your characters and you are you. Do not make negative comments in /b or attempt to harass an individual elsewhere for something that happened in roleplay.

Repeated targeting of an individual will result in increasingly severe punishments. These rules also apply to any CLORP, Discord, Forums, etc. It is expected that you carry yourself with civility on these platforms, especially when it comes to others voicing their opinions that may conflict with your own. It is never justifiable or tolerated to approach another member of the community with malice OOCly.

OOC is to mention technical issues and other issues you are having and do not spam /OOC chat in game. Other than those you can use discord support channels or /report to get help. Also RP appreciation should be done through the discord.
